Title of paper: Teaching Reading and Writing English through a Web-Based Communicative Medium: Weblog

Abstract: Introduction: With the advent of push-button publishing in the field of ICT, in the shape of weblog, language teachers now have a new way to entice students to communicate through their reading and writing. Web blogging started fairly in 1990, and refers to websites that are continuously updated (Blood,2000). According to Richardson (2004) language teachers can subscribe to their students linguistic abilities especially in writing and reading.
Objectives: paper discusses how weblogs develop writing, reading and communication skills. The positive and negative potential of weblog for language teacher is discussed, the use of weblogs in a writing class for non-native English speakers in the second year of university study is demonstrated and the feedback from these students is considered .
Method: This quasi-experimental study was conducted on 40 non-native English speakers of upper-intermediate level. They were university students in two classes at the Kashan University of Medical Sciences. At the end of the course, but before they had received their final grades, the students were given two questionnaires (multiple-choice and explanatory) to assess the effectiveness of this assignment.
Results and Findings: The vast majority of students preferred English writing the weblog to the more traditional ways. Most of them believed that weblog can improve English and a few of them said that they would definitely continue using wblog. The findings seem to confirm that despite generally having no prior experience of web design, most of the students enjoyed the assignment, believed that it was helping the improvement of their English and that it assisted them in producing good work.
Conclusion: Blog assisted language learning (BALL) not only provides teachers with an exciting new way to approach communicative language learning, it also, despite facing challenges, gives the students a new reason to enjoy reading and writing.

Abstract: Human society development is accomplished (achieved) by knowledge and learning. Roger Bohn's concept "Learning is evolution of knowledge over time" is based upon the development and evolution of information technologies and communications. This paper presents in a systematic way the development and evolution in the field of Computer Science and approaches the principles in building applications and software products. The technologies that impelled the European and international research programs are highlighted by a systemic and methodical approach.
There are presented the four waves of information technologies.

Title of paper: The technology of information and Communication used in the study of the electrifying of objects

Abstract: The quick development of science and technology implies achieving quality educational system which can emphasise the intelectual values, moral and artistic-cultural of society. A change in mentality, attitude and will is required. This change can be achieved through education, through the reformation of the whole educational system. In this way, must be found the best teaching methods, which can develop the wish for fulfillment the power of work and the students’creativity. This work presents a few ways of using the virtual experiment with the real one in the purpose of creating an adequate climate for learning and a permanent competition. Because there is underlined not only the understanding of the theoretical notions but the development of practical abilities, the students are encouraged to construct themselves different experimental instalations with the help of which they can study phenomena, verify laws, create virtual experimental actions on the computer, graphics and portofolium works. Also, there are evidenced the didactic methods used in the physics lessons, through the application of which the students learn how to formulate questions, how to discuss scientific problems which can affect their own life.

Title of paper: What Do the Malaysian Teacher Trainees Say About Using Movie Trailers in the ESL Classrooms?

Abstract: "Movie trailers are short segments (usually two to three minutes) of key scenes that provide interesting linguistic input and action accompanying the language" (Gebhardt, J.,2004). Much has been said about the boredom that students face in the English as a Second Language classes and students’ agony of going through pages of textbooks for all the subjects taken in school. Teachers are often challenged to provide current, meaningful, interesting and relevant content for the ESL students. Hence, twenty TESL teacher trainees were exposed to the use of movie trailers as a technology for teaching ESL in the Simulated Teaching classroom over a semester. The trainees then, searched for movie trailers of their choice from the web and explored ways to make the ESL lessons more interesting. The results are positive with a lot of advantages for the teachers as well as the students for the ESL lessons specifically the Speaking, Listening, Reading and Writing lessons. Title of paper: The Role of Online Lecture in Virtual learning in the Digital Age (with focus on the Payame Noor University program for Distance education PhD course in Iran)

Abstract: The Internet can be a useful tool that can enhance interactivity in classes. Accordingly, offering distance learning courses using the Web, especially in the asynchronous mode for the additional flexibility of time, is becoming an established practice in higher education. Web-based distance learning comes with numerous benefits, but not without worries for potentials deficiencies. One such deficiency in the current distance learning framework is the lack of lecture, the most relied-upon and proven means of instruction in the traditional classroom settings. This paper raises an issue of the lack of lectures in Web-based distance learning, and proposes that streaming video take the role of online lecture in that setting. Described in this paper are the rationale to put the lecture back into e-learning in higher education, two case studies in which the steps were taken to implement the proposed method, and the feedback from the students who took such courses in the undergraduate applied linguistics and the distance education in Payame Noor University in Iran.

Title of paper: A software system for online learning applied in the field of Computer Science

Abstract: The computer assisted learning is a very modern study area, which can be applied to the learning process. The main objective of this paper is to present a software system for online learning based on the intelligent software agents technologies.
The main ideas on which this paper is built are:
1. to any person is associated a learning profile (the idea is based on the existence of multiple intelligences, defined by Gardner);
2. the pedagogical resources can be shaped through educational semantic networks or though conceptual maps;
3. a flexible software system in computer assisted learning must be based on the intelligent agents’ technology. The system dedicated to computer assisted learning must be adapted to the learning profile of each student.
The author presents a flexible online teaching software system, which learns to teach according to the learning profile of each students (the author defines intelligent agents structures, reward learning algorithms, algorithms to generate plans for an agent).
The application includes two agents: the supervising agent and the pedagogical agent, which determines the optimal pedagogical resources for teaching the course. The application has been designed in Microsoft Visual Studio 6.0 and uses Microsoft Agent Technology, which allows vocal recognition. Also, the Protéjé 3.0 software has been used, software which allows building ontologies for computer assisted learning.
The system has been experimented on the Graph Theory Course, taught at postuniversitary computer science courses, the results proving the necessity of defining a strategy for selecting the pedagogical resources presented to the students according to their learning profile.(www.upg-ploiesti.ro)

Title of paper: Scientific Methods of Flow Visualisation for Education in Hydraulic Engineering

Abstract: The methods for numerical simulation of fluids, so called CFD (Computational Fluid Dynamics), and for visualisation of fluid items under the water surface with the help of practical visualisation tools is "State of the Art" in hydraulic engineering. The application of such technics in a very early phase of the university education of prospective hydraulic engineers would be very important. But the use of such tools requires a lot of mathematical and physical Know-How and a previous knowledge which can not be demanded from students in an early semester, but which is imparted step by step to them in following courses. Nevertheless this methods have a lot of advantages for education which should not be rejected. In this paper it is shown how static pictures, which are used during the lectures can de supplemented by animated sequences with the use of CFD for students. By using a learning information system it is possible for students to do online hydraulic model tests wherever and whenever they want. So a realistic access to hydraulic problems without extensive physical model tests in a laboratory hall is possible. Variations of boundary conditions, as it is possible in physical tests, can be realised very easily and fast by the students.
The results can be seen rapidly on the screen. Conventional methods, like the presence lessons, can not be rejected because in engineering studies they also have some advantages. Abstract: Research Objectives (VIRTUAL ENVIRONMENTS FOR LEARNING-VEL):
The objective is to train teachers for implementing e-Learning in schools/ colleges/ universities/institutes/organizations of their respective areas for better educational methodologies (pedagogies) by
i)Introducing the fundamentals of e-Learning and hardware and software associated with e-Learning
ii)Introducing tools and technologies employed for content creation in e-Learning for implementing e-Learning in education
iii)Developing skills in teachers to locate and reuse the course content in e-learning
Proposed Methodology :This project "Training of Teachers in e-Learning" is primarily concerned with imparting training to Teachers in various cross sections of the teaching community from Primary teachers to University teachers. e-Learning is a developing area. Preparing a syllabus for this training has been a great challenge. With the help of Professors from leading University and IIT of India, such a syllabus of 200 hours have been prepared with 40 hours theory, 80 hours practical and rest 80 hours for project. It is a twenty-five (25) full working days training programme.

Under the financial Assistance from Department of Information Technology, Ministry of Communications and Information Technology,Govt. of India, the Project has been implemented at DOEACC Centres at Aurangabad and Kolkata in Phase – I.
a. Aurangabad Centre
The Project is being implemented by the DoEACC Centre Aurangabad. The courses / training programs will be conducted for the benefit of teachers from Maharashtra, Gujarat, Goa, Chattisgarh & Madhya Pradesh. The total duration of the project is of 18 months. 120 teachers has been trained in six (6) batches. The venue of training was DoEACC Centre, Aurangabad.
b. Kolkata Centre
The Project is also being implemented by the DoEACC Centre Kolkata. The courses / training programs will be conducted for the benefit of teachers from West Bengal, Orrisa, Sikkim, Bihar & Jharkhand. The total duration of the project is of 18 months. 120 teachers has been trained in six (6) batches. The venue of training was DoEACC Centre, Kolkata.
c. Course Curricula:
The course curricula consists of two broad topics viz imparting of knowledge on computer operations and using of e- learning tools, LMS/LCMS and introduction to content creation. Therefore the course is divided into two categories of teachers i.e. teachers with and without computer background.

Title of paper: Development of An Algorithm for Groupware Modeling
for A Collaborative E-learning


Abstract: In a collaborative learning, the instructional method is sometimes administrated in a classroom that the instructor presents a topic, let the students answer the remark, then makes appropriate groups referring the remarks to let them discuss the topic in each group. In order to administrate the instructional method in e-learning based discussion, we here developed an algorithm for making groups according to the studentsf remarks, where the remarks are measured in a multiple choice type test. In another word, the algorithm has the role of evaluation function measuring the appropriateness of the group making in the classroom. The algorithm includes not only the studentfs answer for the given topic but also several variables proper to student such as sex, character. We propose the algorithm as a general equation which determines the optimal group making for a collaborative e-learning/conventional learning then discuss several remarks: What merit the group making using our algorithm has comparing the one without using it; How the optimal group making should be determined in the relation of the topic characteristic; How we should cope with the enormous time of computing; and so forth.(http://www.hiroshima-u.ac.jp/)

Title of paper: Case Study: Design and Development of an online course

Abstract: In the era of mass higher education and lifelong learning, online education is becoming more and more popular. E-learning offers the student more flexibility and freedom in time, and pace of learning. Switching to, or embedding e-learning in existing educational systems poses important issues for institutions. Unlike traditional face-to-face classroom instruction, web-based courses require instructors to employ different strategies in course design and delivery that will engage student learning and promote learner-centered activities by taking advantage of the synchronous and asynchronous communication medium. Delivering the students an online course that is designed and developed properly to suit various levels of students, and cater to various personal capabilities is a very difficult matter taken into consideration that the tutor and the students can only meet virtually. Internet and web-based instruction can be the beginning for collaborative learning by incorporating a variety of elements in the course design and delivery such as instructor-student competencies, using web and multimedia based tools (email, chat, graphics, audio), discussion groups, instructor-student interaction, student reflections, and ongoing course assessment. So Quality of course design, usage of appropriate tools and the context in which learning takes place are prime factors affecting success of online education. These factors are the preliminary factors which we have taken into consideration while designing our course. This paper discusses issues of choosing the suitable Virtual Learning Environment (VLE) through a comparative study between three different VLEs. Title of paper: Calm Technologies – A challenge to the Information Technologies and Communication

Abstract: The evolution of the human society over the last 5000 years, has been greatly influenced by technology. The last 200 years have brought about technological achievements at a breathtaking speed. For about six decades, we have been the beneficiaries of the information technologies, which have acquired, over the last 20-25 years, due to the communication technology, an exponential proliferation. Therefore, the Human being is a mere subject of technology, and his everyday life has become increasingly stressing.
In order to diminish this stress, solutions have been considered, designed to “tame” the technologies that the human being uses, so as to become calm technologies, that is technologies that affect neither the human life, nor the environment.
This study basically deals with the concept of calm technologies and with the characteristics that should be emphasized in the field of the information and communication technologies aimed at turning them into calm technologies.

Title of paper: Software Effort Prediction Model

Abstract: This paper aims to construct an accurate effort prediction model for software development systems used in the typical Indian software industries setup in a service model. Accurate effort prediction is often an important factor for successful software development. The standard effort prediction models prove difficult to implement in the normal Indian software industry scenario, as the function parameters asked for are not available or prove to be very difficult to measure. This results in "thumb rule" .
This Software Effort prediction paper aims to construct an accurate effort prediction model for 3GL tools used in Indian software companies today. As a first step, historical data from various systems developed in the same target environment was collected. Using those historical data, like KLOC, FP, Defects, McCabe Cyclomatic Complexity etc., several linear regression models were constructed and evaluated for their linearity between efforts and various other metrics. In order to examine the existence of the potential linear relationships between the development efforts and specification-based software metrics, correlation analysis was performed. Multivariate regression method used to develop a model (equation) to predict the relationship between the development efforts and the various influential variables and evaluate in terms of commonly used prediction accuracy measure namely the mean magnitude of relative error (MMRE).
The models’ good effort prediction ability is particularly beneficial because specification-based metrics usually become available at an early stage of development. Title of paper: A methodology for providing individualized computer-generated feedback to students

Abstract: The traditional way of providing feedback to students after tests or assignments involves reading the students\' answers, evaluating them and writing comments. This is a labour intensive process. This paper explains the concepts and techniques used by the author to build computer-based applications that analyse students’ answers and generate individualised, detailed and constructive feedback.
The paper explains how the data gathered from a student’s answers can be combined with other knowledge about the subject matter being taught, and the specific test questions, to create computerised routines that evaluate the individual student’s performance. This information can be presented in ways that help students to evaluate their progress, both in relation to their acquired knowledge in specified areas of study, and with regard to their ability to exercise relevant skills. In this way, appropriate feedback can be provided to large numbers of students quickly and efficiently.
The same techniques can be used to provide information to the instructor about the performance of the group as a whole, with a degree of detail and accuracy that exceeds the impressions usually gained through traditional marking.
The paper also explains the role of the subject instructor in designing and creating feedback-generating applications. The methodologies described provide insight into the details of the process and are a useful basis for further experimentation and development. (www.unimelb.edu.au/)

Title of paper: Student Involvement in Computer-Mediated Communication: Comparing Discussion Posts in Online and Blended Learning Contexts

Abstract: This study compares the nature of student-to student online discussion participation in a course provided in a strictly online format to a blended course (traditional face-to-face classroom time with an online component. Prior research has documented the benefits of student-to-student discussion of course material for student learning, performance in courses, and satisfaction with the educational experience. Data for this study was collected from four identical discussion threads from online and blended sections of an upper division communication course. The length of students’ initial responses to the discussion probes was greater initially for the blended class, with the online class matching and surpassing the blended class in later conferences. However, the blended class consistently and significantly surpassed the online class in the number and length of subsequent postings to conferences (representing their responses to other classmates’ posts). These results are discussed in terms of practical advice for structuring effective online discussions in virtual learning environments - both fully online and blended formats.

Abstract: What is eduknowledge ? A relatively new concept in the learning domain, eduknowledge could be defined as an object like educational taylored knowledge. Eduknowledge could be also defined as a process of developing and adapting specific knowledge for educational purposes.
As the new method is based on individual interaction between the training system and the trainee, the subject of training could individually improve his/hers training paths and rise the efficiency of personal training contributing to the increase in the whole training process. Abstract: Distances may not count anymore provided that the Internet helps us access the information we need. The platform (web-site) is meant to offer to the users an assembly of electronic courses and evaluation tests. The use of the web-site can be done in more ways: as a common user, as a course-attendant account owner, as course-master or as administrator. The common user may access the courses titles, their contents and a short summary. The course-attendants may access and download the courses in order to study them off-line. The courses contain a theoretical base, video files meant to upgrade the quality of the learning process and demonstrative tests. At the end of the course, the attendants are tested on-line as to allow final individual evaluation.
The course-master is allowed to access the record of the attendants to its course. The web-site administrator can create and load the courses. After successfully attending and graduating a course, each attendant will get a diploma attesting the his/her improvement. Title of paper: The problem-solving modes and a two-layer model of hints in the intelligent tutoring system for Minimax algorithm

Abstract: Emerging of a knowledge society and growing demands for highly skilled and educated workforce compel to change traditional teaching and learning processes. Changes are related with integration of a various kinds of computer-based learning systems as supplements to conventional teaching methods. However, it is necessary to provide intelligent and adaptive abilities of a software system in order it could take over a role of a teacher in effective way. This idea is not a new one as it is exploited in intelligent tutoring systems more than three decades. However, adaptive abilities of such systems still are not high enough. As a rule, intelligent tutoring systems offer a learner only one mode regarding performance of practical tasks: a learner receives feedback after each solution step. Moreover, system’s hints are ordered on the basis of a degree of informativeness and are given to a learner sequentially from the most general to the most specific. The presented work describes an approach which provides greater adaptive capabilities of the system regarding learner's knowledge level and wishes in the learning process. The approach supports two modes of problem-solving and uses a two-layer model of hints. In completeness mode a learner chooses the moments of feedback reception to check correctness of series of performed steps. In the step-by-step mode the system monitors each problem-solving step and gives positive or negative feedback. There are four variations of this mode regarding a kind of information given to a learner which ranges from a notice on correctness/incorrectness of a solution step to receiving of a hint. The two-layer model of hints defines the general hint categories and hints within each category ranging from less informative to more informative. The learner receives a hint that is the most suitable for him/her. Abstract: An analysis of the benefits educational software could provide compared to the traditional teaching methods must start from the necessities and the expectations of the two leading actors of the teaching-learning process: the teacher and the student.
Our analysis begins with a brief presentation of the fundamental principles educational software should rely upon. These are principles which relate to the very essence of the teaching - learning process and that is why a multimedia application which doesn-t observe them could never be considered educational. The various stages in the development process are presented, focusing on the way in which the pedagogical principles and the didactic expertise influence the process. Title of paper: The risks of ... virtual learning

Abstract: At the end of my higher studies, I wrote two critical interventions pleading for reforms in the Romanian educational system. Later, I have synthesized my research dedicated to the explanation phenomenon- in my doctoral thesis (Montreal 1999- www.ioanrosca.com/education/these. Meantime, I took part (in Canada) in some large instructional design projects: SAFARI, ADISA, EXPLORA, LORNET (http://www.lornet.org/eng/theme6.htm). I have conceived the architecture of the TELOS system, so that the "synaptic" potential of the computer network be used for coordination- by the human actors. Enriched by these experiences, I want to signal the drawbacks and the risks of "technologising" the education. It is the conference title that has provoked me. It would be regrettable if a country with such solid pedagogical traditions evolves from "real learning" to "virtual learning". The explanation is essentially a bipolar phenomenon- a human consonance. The possibilities to simulate (replace) a good teacher are severely limited. From polemics fed by antagonistic convictions (progressive versus conservatory views) to consensuses based on "paradigms" - the debate reveals the absence of an integrative science. This allows the camouflage of propagandistic discourse. The pretexts of "modernization" or "operationalisation" can cover other goals: creation of a perpetual market (even more tempting when the contracts are signed by some "representatives" of educational state institutions), reduction of the costs (by reproducible, low-quality solutions. Some circular justifications may also arise: the poor teachers produced by the "shift" can be replaced easier with machines: the alienated student - will not accuse the difference. Abstract: This paper deals with the concept of non-formal learning in virtual communities on the Internet. We examine some specific kinds of communities, how they operate, how their members interact, what values they share, what kind of knowledge they collect and their social impact. We subsequently focus on the learning process within virtual communities. Abstract: The paper addresses the opportunity of using gestures in virtual environments by taking into account current technologies for capturing human gestures, existing interaction techniques and various aspects dealing with gesture and gesticulation functionalities.
Virtual environments have proven to be of an effective usefulness for a variety of applications such as medical training and exploration, military simulations, architecture, phobia therapy, etc. A great variety of devices have been developed for effectively interacting with such environments and many interaction techniques have been introduced. Many of them prove to be cumbersome and more or less obstructing the user and hence affecting his/her virtual experience. Natural gestures as a mean of human computer interaction have the great advantage of being the ideal interface as natural, efficient and intuitive means of communication (people use gestures everyday in a natural manner).
Discussion is equally conducted on gestures being used for the three main tasks commonly encountered in virtual environments: selection, manipulation and travel. Title of paper: Organising Learning and Knowledge Spaces for Occupational Safety and Health with Visual Structure Interfaces (VSI)

Abstract: The contribution at hand proposes an approach for designing learning and knowledge spaces in respect of occupational safety and health with the aid of visual structure interfaces (VSI). The focus is on the development of strategies and components that support and improve on-the-job training concerning safety and health at the workplace as well as teaching and learning in the educational system. Company structures and work processes increasingly become more complex and knowledge-intensive due to the transformation of work environments in recent years. As a consequence, acquiring and imparting knowledge as well as learning in general gain in importance. We introduce a set of tools and techniques for knowledge generation such as the PIMEX (PIcture-Mix-EXposure) method for visualising workplace hazards. Derived knowledge is organised in VSI that are visualised by means of a simple graphical user interface. Starting from the centre of a knowledge structure associated information – such as interpreted data from PIMEX observations, personal experiences, publications, guidelines, etc. – is connected using self-describing relations. VSI represent specific safety and health topics, are easily expandable, and provide the content for training and instruction (e.g. on the basis of e-learning units composed of thematically related VSI). Title of paper: e-Xaminer: An automated system for electronic test delivery and assessment

Abstract: This paper describes an automated system for the delivery of tests and the assessment of performance of the Hellenic Air Force Academy students. The system, called e-Xaminer, has been developed for use in both undergraduate courses and distance learning programs. e-Xaminer uses metalanguage concepts (the concept of domain specific languages) to automatically generate tests, based on parametrically designed questions which are set by the course organisers. Tests intended for different students may entail differences in the arithmetic parameters or different sub-questions, from a set of equivalent ones, or may just present each student with a scrambled sequence of questions. Examinations are delivered via a web-based interface; an automatically generated program marks the answers submitted by each student. This paper focuses on technical details of the system and the types of questions supported. Sample tests are presented which show the additional features of the e-Xaminer, in tended to facilitate the work of the course organiser in issuing and marking the tests, as well as in combating cheating. Results and conclusions from tests given during the current academic year are presented and conclusions are drawn. The directions for future work are outlined.

Title of paper: Extending e-Learning platforms with virtual laboratories for advanced technical training

Abstract: The proliferation of Internet technologies has significantly changed the ways one is obtaining knowledge. The attitude towards e-learning increases each year, as it offers often cheaper way one gains knowledge in certain areas. If online learning is to seriously compete in the educational marketplace, it should contain elements that include development of their practical skills. Those elements called virtual laboratories are highly interactive, asynchronous laboratories which include tasks as inserting information, decision-making, executing steps, etc. Student has the ability to do the exercise by oneself, and what is important a several times that is not often possible during group trainings, where usually one person is doing the task on the only one set of equipment and the rest are just observers. The virtual laboratories included in e-Learning platforms fill the gap arose from the lack of practical exercises that are available in instructor-led trainings. This paper presents an original project of a virtual laboratory developed at the Department of Computer Science AGH-UST. Title of paper: The role of structure – context methodology in the process of forming the students’ knowledge

Abstract: Constructivism as a theory of learning [Stacey, 2005] views knowledge formation as a process in which knowledge cannot be taught, but must be constructed by the learner. In such a process the learner is active and his/her role is to elaborate and to interpret information based on their past experience and on the interactions with the real world [Perkins, 1991, Cunningham, 1991]. The new role of the student changes the e-teacher’ role. The e-teacher mediates [Fosnot, 1988 cited in Roberts, 2005], or facilitates learning through providing a framework. This approach requires new models of structuring the learning context and of using the structure- context methodology to fill the gap in the students’ schemas. By structure – context methodology, we mean the methodology in which the teacher helps students to build their own scheme of comprehension of the study domain. On the other hand e-teacher helps students to construct realities, but can do it if the student has the self-regulation competence. The self-regulation competence can be developed by educational software. As result, the practical realization of the methodology can be viewed as a new technology. The proposed technology combines the theoretical instructional context with practical individual or collaborative solving the items and building the e-portfolio. A new approach permits us to develop a dynamic model consisting of 2 parts: theory and practice. The theoretical part is developed by the teacher and can be completed/changed periodically. Students in junction have completed the practical part individually with individual and collaborative methods of instruction and evaluation. But, if in the traditional teaching –based school follows a consolidated pattern which features lecturing to the class, individual study (normally through books), individual practice and oral test [Mittoro, 2005], in e-manual technology the structure – context increases the schema of students’ knowledge. Abstract: Computed Tomography (CT) is a powerful nondestructive evaluation method for producing 2-D or 3-D cross-sectional images of body tissues and organs. X-ray CT scans furnish detailed images of an object such as dimensions, shape, internal defects and density for diagnostic and research purposes. The image-analysis technique includes: image acquisition, image processing, measurements, data processing and interpretation. Statistical functions enable to analyze the general characteristics of a neuroimage by displaying the image histogram or plotting the profile of intensity values. Image processing with Adobe Photoshop, ImageJ, Corel PHOTO-PAINT, Origin, etc. software has been used in order to achieve high-resolution, objective and quantified observations on CT images of brain structures. Title of paper: Designing an enhanced e-assessment tool for end user ICT certifications

Abstract: Information and Communication Technology (ICT) certifications are widespread in many countries. Many employees or unemployed persons pursue an ICT certification so as to increase their productivity or to increase their possibilities to find a job. Initiatives like ECDL and MOUS strengthened this practice. The majority of the existing ICT certifications, related to basic e-skills of end users, are assessed by automated tools. By e-skills we mean the ability of an individual to efficiently handle an operating system, a word processor, a spreadsheet application, a web browser and e-mail software. Although the syllabuses of the ordinary certifications differ the e-assessment tools utilized have common features and limitations. This paper reviews the computerized tools used in ECDL, MOUS and IC3 certifications and compares their potentials with the non automated assessment method of the New CLAIT certification. The features of the e-assessment tools are also compared to the standard features encountered in most automatic testing tools for self-assessment. Additionally the observations of end users, with respect to the features of the assessment software tools, were assembled with the aid of a questionnaire completed by 45 examinees. Then, based on the results of the comparisons and on the restrictions identified by the candidates, an enhanced e-assessment tool for basic e-skills is designed in UML. Abstract: This paper describes a location – aware enhancement of a learning environment supported by mobile devices. Such an extension is proposed in order to facilitate the learning process and to provide a solid framework for introducing a more situative approach to learning and teaching into the everyday classroom experience. The system described entices and facilitates the student - teacher interaction in a classroom by providing possibilities of instant surveys and assessments and immediate feedback on the results. In that context, the teacher is able to identify and correct possible drawbacks to the teaching process.
Introducing location awareness into the system creates a framework not only for determining students' position in a learning environment but to introduce adaptivness and context – awareness into the learning process as well. What is more, location – awareness is a solid base for numerous services in a modern – mobile device supported learning environment. Looking into the summary data on students' locations gives a better insight into their habits and needs, both individual and within a group. It is our belief that location – awareness and context – awareness are tightly related and therefore a significant step towards creating a learning environment even more oriented to students and their needs.
The paper describes implementation of a location – aware extension and reporting module attached to it. It presents benefits and drawbacks of such an approach, technology requirements and limitations and deals with privacy issues. In the end, future plans are presented.(www.fer.hr)

Abstract: This paper discusses general trends and problems of education development in the context of emerging new technologies. The education area is becoming the place of meeting of many technologies. In the same time the education activity is becoming an important part of the activity of companies, on the one hand, and on the other hand, education becomes a driven force in business and new technologies. European e-Learning policy developments starting from the Lisbon European Council in March 2000 which set the Union a major strategic goal of becoming, by 2010, are presented, on the short, in the first section of this paper. The second section is dedicated to relevant issues in the future development, underlying few rules for integrating new technology: "learn from the past", search new technologies, continuously improvement. The coordinates of the technology trends in eLearning are presented in the next section, covering the technology infrastructure, workplace performance improvement, knowledge, learning architecture and learning objects. One way to keep up with the trends in eLearning is to take a closer look at the current development of international standards. In order to understand the place and the importance of standards for eLearning, it will be necessary to take a look at the role standards play in the growth of innovations. According to Leslie Martinich ("Future Trends in eLearning: Lessons from History"): "people who create and use eLearning systems can make better decisions about their eLearning strategy if they understand the dynamics of innovations". Title of paper: Multi-Agent System for University Course Timetable Scheduling

Abstract: The paper addresses the problem of university course timetable scheduling modelled as a multi-agent system. Multi-agents systems are concerned with coordinating behavior among a collection of autonomous intelligent agents (e.g. software agents) that work in a common environment. Sometimes, software agents are designed to reconcile their own interests with the constraints implied by other agents. One type of software agents is given by expert assistants who enable us to automate certain manual tasks and who work more efficiently. Expert assistant is a term given to an intelligent software agent that performs certain tasks on our behalf. For example, our daily organiser is an assistant. The complexity of multi-agent systems is generally higher than that corresponding to conventional software systems, and their success rely on properly designed and well tested subsystems.
The scheduling problem can be defined as a problem of finding the optimal sequence for executing a finite set of operations (tasks or jobs) under a certain set of constraints that must be satisfied. A scheduler usually attempts to maximize the utilization of individuals and/or resources and minimize the time required to complete the entire process being scheduled. There exist a number of different types of scheduling problems, such as job shop problems, timetabling, sport leagues games scheduling, service timetable problem for transportation networks, etc. Many scheduling problems share some features with the timetabling problem.
In our model, the university course timetable scheduling problem is divided in two subproblems: 1) faculty course timetable scheduling (which involves only allocation of course day and time), and 2) university course rooms allocation (which involves allocation of rooms for courses). When all courses have allocated time intervals (day and time) and rooms, the university course timetable scheduling is ended with success. Whenever a problem occur, it is started a communication process which will involve mainly a negotiation activity.
In the paper it is described the architecture of the multi-agent system, focusing on the mapping of a course timetable scheduling in terms of intelligent agents, and, it is presented a preliminary evaluation of the multi-agent system. (www.upg-ploiesti.ro)

Abstract: Instant messaging, blogs, wikis, RSS, VoIP, and other social networking applications are already a steady presence for learners in virtual environments. These are tools supporting connectivity, knowledge sharing, collaboration, and sociability. As social technologies continue to expand in influence, they are reshaping not only the learners’ needs, but also the theories and principles of learning processes design: learning models that have served previous generations are replaced for greater relevance to present’s needs. Connectivism views learning as a network creation process, and look at how we might provide "learning ecologies" to meet the learners’ needs. Havind already produced a significant impact on reshaping existing educational environments, the main connectivist concepts and principles will be further discuss in this paper, allowing us to examine the extent they can instruct designers to create and foster effective learning ecologies.

Abstract: This paper reports issues identified and addressed with solutions proposed and applied in authoring e-learning content and definition of e-learning processes. Insights have been gained based on qualitative research and content analyses of the learning materials and their usefulness and effectiveness using Angel Learning Management System in theSouth East European University. Questionnaires and surveys as well as usability testing have been used extensively with the primary goal to identify e-learning processes and issues related. Issues and proposed solution as findings were studied doing comparative analyses of different courses in the University framework but applied for courses in Computer Science department. Our main focus was in identifying e-learning processes and the exact obstacles and issues in authoring e-learning content. The main purpose was to effectively identify the vehicles into increased knowledge dissemination and higher level of learning and improve the overall e-learning processes. The contributions of this research are the guidelines and increased awareness of the e-learning processes that could be used in developing e-learning software solutions. We have come to the conclusion that learning is not is mainly depending on the e-learning technology as much as on the quality of the e-learning content and e-learning processes. Title of paper: Developing JAVA Educational Software for undergraduate study and its qualitative research

Abstract: This paper reports the process of developing JAVA Educational Software as well as issues identified and addressed in teaching and learning using this software. Teaching this subject to undergraduate students proved to be not an easy task. In order to raise the quality of these classes the researcher has set a goal to create educational software that will serve as learning environment were the learner will have everything he needs in order to programme including help, writing java code and compiling options. The aim was to create educational software tool – editor that will as primary goal to create JAVA applications and applets and at the same time to provide mechanism for the user to compile his source code without leaving the editor. Also the goal is set to provide a complete learning environment for the course Object Oriented Programming in JAVA language.
In order to achieve this, the researcher has set several objectives, which are going to be discussed throughout the paper. The main contribution of the software developed is its small size, no installation needs, no prerequisites of any kind to the user and no pre-knowledge of the JAVA language. The developed software followed the usability guidelines and was tested for its usability. Also the software was used to do qualitative research on e-learning processes and identifying were does actually learning happens when used this software with an aim to increase knowledge dissemination and improve the overall e-learning processes.(www.see-university.edu.mk)

Title of paper: Assuring flexibility to educational platforms. Case study: UniBuc Virtual Campus

Abstract: In today Information society we confront rapidly changes in most of the fields, and especially in the IT field. In order to keep our competivity and to respond permanently the needs of our students is a must assuring flexibility to the E-learning solution that we use. The Department for Open and Distance Learning of University of Bucharest has developed an educational platform, UniBuc Virtual Campus. In this paper, it will be presented the manner this portal was designed for further changes. First time the platform was introduced to the use of ODL Department’s students (June 2002) there was available only 6 services.
Meanwhile they were designed and developed another features thanks to continuos feedback from our students, tutors and course managers. Today, UniBuc Virtual Campus represents a strong virtual learning environment which integrates 16 tools for communication, management, eLearning and feedback. Some of this tools have multiple improvements comparing the first version.
These were possible thanks to the IT specialists that designed the portal from the beggining so that it easily support further extensions and modifications.

Abstract: The last market research demonstrates the lack of IT and foreign languages specialists. In order to diminish this phenomenon, student’s training must be permanently and structured on sundries difficulty stages.
At the University of Bucharest ODL Department are unrolling several courses as:
- IT Skills for the ECDL, IT Essentials, CISCO and Microsoft certification;
- Foreign languages: English and German languages, structured on four difficulty levels.
These courses are for those who wish to enrich their knowledge. Eligibility criteria do not require former studies. Flexibility is assured by the eLearning system in which tutorial meetings are succeeded by the self study periods under the permanently assistance of the instructors. The UniBuc Virtual Campus interpose instructor-student communication and ensure a quality study material which can be accessed anytime, anyplace, anywhere if there is a computer with Internet connection.

Title of paper: e-Portfolio in student’s evaluation

Abstract: In students evaluation the e-Portfolio can provide interesting feedback about student’s ability to collect, organize, interpret and reflect on documents and sources of information. The existence of e-Portfolio can help the continuing professional development of the student, encouraging them to take responsibility for their work and demonstrate the results of their own learning. Also gives the learners the ability to manage her/his learning. The paper presents a pilot project taking place at the ODL Department of the University of Bucharest. This paper mean is to present the way in which e-Portfolio can be used in student’s evaluation. The students registered in the open learning system of the University of Bucharest form the target group. Pedagogical aspects and technical elements will be briefly analyzed in this study. Now, student’s evaluation process consists from 40 percent semester homework and 60 percent written exam mark. Homework can be sent using UniBuc Virtual Campus or via e-mail but the final exam require the physical presence of the student. The ID system experience accumulated in seven years of existence will be helpful in development and anticipation of the e-Portfolio system used in students’ evaluation.

Title of paper: A quantitative Study on Sense of Belonging Among Distance Learners in Malaysia

Abstract: This paper discusses the sense of belonging of distance learners at Institute of Education Development, Malaysia. One hundred and eighty four students returned the complete self constructed questionnaire.The result showed that the distance learners indicated low level of sense of belonging. "Membership" was found the most dominant aspect of sense of belonging as compared to other aspects. The middle-aged students showed the highest sense of belonging compared to other age group. The sense of belonging also was found different between genders. However, it did not show any significant correlation with the students' academic achievement. The Students' program of studies also did not show any differences in the sense of belonging among students.

Title of paper: The Relation Between Blogging And Mass-Media

Abstract: This paper focuses on the relation between blogging, an increasingly online growing phenomena, and mainstream mass media. As a qualitative approach, this research was based on the existing body of literature addressing the blogs and mass media, as primary source and Internet research. The major findings of this paper indicate that blogging, as a form of alternative media, can conceptually challenge mainstream media on four dimensions: ownership, funding, sources and content. From a practical standpoint, blogs can be either drafters or headliners for mainstream media, either follow a separate path and gather independent audiences. At the same time, mainstream media can respond to blogging by being cooperatively inclusive, or exclusive.
